Android, animations, and power saving

When Android phones are in power-saving mode, animations just don't run. Or animations may be disabled by user choice.

This can be unexpected to the developer, hard to test, and can create a confusing experience for the user.

MAUI animations should require a fallback method to use if animations are disabled.
