Picker on Windows is endlessly Scrolling

When you have a Picker binded to a List of greater than items that implement a Scrolling feature and you are on tablet mode - when you select the picker and you scroll using touch gestures or scroll mouse gestures - you get the list repeating itself.

When you activate the scroll bar via a mouse and see the arrows - the scrolling and drop down works as expected and stops at the end of the list.
