ZipException: Renaming temporary file failed: Permission denied

I have developed an .NET MAUI application with .Net Core 6 and upgraded to 8 recently. Most of the time I fix development env. problem with resetting emulator.

I decided to start from scratch with new Blazor Hybrid. When I try to start application I encounter following exceptions randomly. (Mostly ZipException). Sometimes it works but it is not related with deleting bin/obj folders or excluding from antivirus app. I tried.

What the problem could be?
