Codesign hangs up in GitHub Actions

I used the following command in GitHub Actions to publish the MAUI project:

dotnet publish -c:Release -f net8.0-maccatalyst /p:MtouchLink=SdkOnly /p:CreatePackage=true /p:EnableCodeSigning=true /p:EnablePackageSigning=true /p:CodesignKey="Developer ID Application: Jie Tian (D29U75AWM7)" /p:CodesignProvision="" /p:CodesignEntitlements="Platforms/MacCatalyst/Entitlements.plist" /p:PackageSigningKey="Developer ID Installer: Jie Tian (D29U75AWM7)" /p:UseHardenedRuntime=true literate-enigma/literate-enigma.csproj --no-restore --output publish

The publication will succeed if I don't sign the code and package.

Could anyone possibly shed some light on this?
