Link editor with debug target

I don't know why but on Visual Studio by default the debug target isn't link to the project editor target. I was debugging / developing on windows, but WINDOWS wasn't declared in the editor until I came across a post that was more or less related to this issue. I think it is more intuitive if the debug target is link with project editor at least by default and can be configure.

I am not quite sure about the terms, the screenshot is more explicit:
