Runtime Scrollbar visibility not updating correctly on Android and macOS platforms. #33400

Description

Description

The scrollbar visibility settings do not update as expected at runtime on Android and macOS platforms. The issue occurs when changing the scrollbar visibility dynamically between Always, Never, and Default.

Platforms Affected:

Android:

  • Horizontal scrollbar visibility changes (Always ↔ Never, Always ↔ Default, Default ↔ Always, Never ↔ Always) do not reflect immediately. The visibility updates only during scrolling.

macOS:

  • Vertical scrollbar visibility changes (Always ↔ Never, Default ↔ Never, Never ↔ Always) do not reflect immediately; updates occur only during scrolling.
  • Horizontal scrollbar visibility changes (Always ↔ Never, Default ↔ Never, Never ↔ Always) do not reflect immediately; updates occur only during scrolling.
  • When both scrollbars are used, changing visibility from Default to Never or Always to Never causes the scrollbar to become sticky and remain visible in the view.

Steps to Reproduce

  1. Create a .NET MAUI application with a scrollable view (e.g., ScrollView).
  2. Set initial scrollbar visibility to Always.
  3. At runtime, change the scrollbar visibility to Never or Default.
  4. Observe that the scrollbar does not hide immediately; it only updates when scrolling occurs.
  5. Repeat the same steps for macOS with both horizontal and vertical scrollbars enabled.
