[thread-safety] [AI] - Identify Not Covered Classes #12124

Brief
Fix thread safety issues for the following classes, for the upcoming multi-threaded support.
Check parent issue for more details.
Depends on #11916
Use Copilot to find and identify more issues other than the existing classes .
Areas
- List and identify and find issues with other classes with copilot
- Follow-up the potential fixes with the team (at least try to fix 2 classes)
- (If more than 2 classes): Create more sub items under Fix thread-safety issues in MSBuild classes with upcoming multi-threaded node support #11937
