Add ability for Perfstar to create and collect dumps from test runs #13024
Description
Summary
In #13008 we are blocked from diagnosing a race condition that only happens in PerfStar because we can't get a dump to see that state of all of the threads easily.
We should add the ability to
- collect a dump on the crank host
- upload that dump somewhere
- get that dump
- cleanup/expire/permissions of the uploaded files?
