Reënable Apphost for worker nodes #13464
Description
#13452 switches back to launching dotnet.exe ...\MSBuild.dll because switching to the apphost somehow caused a notable regression in NuGet restore tracked as devdiv2857570.
We should investigate the difference (#13459 added some events that may help) and switch back if possible; it's much nicer to see MSBuild processes.
