[NativeAOT-LLVM] Official build broken

The last package is from September 6 (a month ago), but there have a couple PRs merged since then: https://dev.azure.com/dnceng/public/_artifacts/feed/dotnet-experimental/NuGet/Microsoft.DotNet.ILCompiler.LLVM/versions.

Prime suspect is #3166.

Last build failed with "SignTool Error: A certificate chain processed, but terminated in a root certificate which is not trusted by the trust provider."

@hoyosjs Does it ring a bell? Do we need to apply some configuration changes from dotnet/runtime onto runtimelab?

There may be a problem with EsrpClient tool invocation:

Prime suspect is #3166.

We can merge a temporary revert to see whether it fixes the problem.

Fixed by #3184 . The build published packages successfully.
