`dotnet run` should explicitly block the use of traversal projects

You can dotnet run a traversal project today, but you shouldn't be able to - we should block it like we block solutions.

@baronfel Why is anything needed specially here for dotnet run? If it's somehow able to provide RunCommand etc, it should work. But today it doesn't have RunCommand and friends, and doesn't even have OutputType set to Exe. So it normally won't work by default without needing to do anything.
