The 10.0.1xx-preview3 sync build (internal Microsoft link) failed with the same error.

Oh, its a different PAT from what we rotated. Its BotAccount-dotnet-bot-repo-PAT while we rotated BotAccount-dotnet-maestro-bot-PAT

From YAML:

Its actually BotAccount-dotnet-maestro-bot-no-scopes-PAT that is causing the failure, figured out after sync with Premek. Probably just the duration of the token is longer than 6 months, will rotate and retry pipeline
