This may be fine, but needs investigation.

This might be due to roslyn and razor now getting built with a .NET 10 SDK which has package pruning enabled by default. cc @ericstj

Yes, this is due to package pruning. The removed package dependencies are intentional and will show up in roslyn's build as well when they move to the .NET 10 SDK. This can be baselined.
