[sbrp] ValidateSbrpAttribute test should not ignore targeting packs

This test should check targeting packs to ensure SBRP attribute exists for all assemblies in those packages.

Perhaps the current experience was intentional when test was created. However, targeting packs are supposed to include this attribute. There is an issue with that, tracked with #5050
