Since we don't publish the scenario-tests package in vertical build anymore, it seems that the only option is to build scenario-tests repo as part of validation job. @mmitche @mthalman does this reflect the latest thinking about this issue?

Could you build the scenario-tests repo in the validation job outside of the test container and then pass the necessary inputs in?
