SB SDK Diff Tests Failing to Find MSFT Build

VMR builds are no longer tagged with the sdk commit, which the SB SDK diff test pipeline uses to find the MSFT build. This is causing the SDK Diff Test pipeline to fail.

We should adjust the pipeline to pull the SDK artifact from the UB pipeline and take away the dependency on the SDK commit sha.
