[10.0.1xx-preview4] No files being processed during VMR Signing Validation

VMR Signing validation is no longer verifying any files, despite artifacts being downloaded:

From signing.log:

Starting execution of SignCheck.
No files were processed.

• This is the diff between when the validation was processing files and when it was not.
• This is a pipeline run where no files are being processed.

The artifacts are being downloaded properly, and the build is not complaining about any missing artifacts. This will require further investigation.

Looking at the diff, I suspect that dotnet/sdk#47076 may be the cause of the regression. I'm going to see if I can repro the issue locally and backtrack from there.

This is a weird failure. I'm unable to repro it locally, and it seems like the files are being downloaded and copied correctly. The issue has happened across multiple builds of the pipeline since dotnet/sdk#47076, so I don't think that it's entirely non-reproable/should be deemed as won't fix. This leads me to think that it has something to do with the way the pipeline is publishing & downloading artifacts.

I think I see it. DotNetReleaseShipping got dropped from the merged manifest. This will also block p4. #5119
