Remove UseArPowBuildInfra=false switch after the next re-bootstrap #5138
Description
After a re-bootstrap that includes dotnet/dotnet#176, remove the UseArPowBuildInfra switch from the VMR orchestrator: repo-projects/Directory.Build.props.
