Comparison pipeline is never running

The dotnet-unified-build-compare pipeline is currently configured to trigger on every build of dotnet-unified-build run on main, release/preview*, and internal/release branches. However, the triggers only activate when the dotnet-unified-build pipeline completes successfully. Since we’re still experiencing frequent failures in the dotnet-unified-build pipeline, the comparison pipeline is not running.

To address this, we should modify the trigger configuration so that the dotnet-unified-build-compare pipeline runs more often.
