Prep the Build failed with message:

The version of curl installed in AlmaLinux8 is 7.61.1, but the option --retry-all-errors requires curl 7.71.0 or higher. Need to upgrade curl to 7.71.0

You could try installing the version of curl from the AlmaLinux 9 package feed. It's not guaranteed to work since there may be compatibility issues but worth a try.

As mentioned here I would go with the other approach that we had in the PR instead of requiring a newer curl version.
