[release pipeline] Remove artifacts tarball publishing for .NET 10

With the changes in dotnet/dotnet#1910, the VMR's prep script is no longer dependent on the SB artifacts tarball published by the release pipeline. The release pipeline should be updated to no longer publish the artifacts tarball for .NET 10.

@mthalman, @ellahathaway - I think this should be applicable to rebootstrapping as well, as we share the upload-release-artifacts.yml between release and rebootstrapping pipelines. Can you confirm?

We can't move forward with this because of the issue identified in #5332.
