Migrate WebScenarioTests to scenario-tests

After fixing #4384, there are only two remaining WebScenarioTests that should be migrated to scenario-tests.

1. Self-contained publish scenario that verifies the SB bundled runtime pack is used instead of downloading it from nuget.
2. BlazorWasm e2e scenario (requires packages produced by the Microsoft build)
