I'm seeing the following error messages in the signing binlog:

• error: 131> Global timeout hit during submit file job. Exiting submit job task.
• System.Exception: Access token is not available.
• The build with id '2788034' does not have permission to sign files.

Based on these errors, it seems that we're hitting a failure in ESRP due to the bearer token timing out.

@mmitche - have you seen any of these issues before?

Ah - I know. This is due to PME enforcement. Per https://dev.azure.com/devdiv/DevDiv/_wiki/wikis/DevDiv.wiki/46279/Real-signing-with-PME-Enforcement?anchor=non-windows, the access token needs to be passed to the signing step.
