NuGet loc files missing

A regression occurred with the changes in dotnet/dotnet#2352 that caused localized resource DLLs for NuGet to be missing from a source-built SDK. See the diff at dotnet/dotnet#2394.

@mmitche, @MichaelSimons - I know you two worked on this loc stuff. I'm not sure which of the changes in the PR caused the regression as it's quite large.
