Support download of internal shared component artifacts

During servicing lifecycle of 1xx, the builds produced will be internal-only. This version will be referenced by 2xx+ feature bands. The shared component artifacts of the internal 1xx build will need to be downloaded, as done in dotnet/dotnet#2403, which will require support for authentication. See dotnet/dotnet#2403 (comment)
