Source Build stage auto-retry on passing jobs

In the VMR pipeline, jobs in the Source Build stage are automatically retrying even though they were successful on the first attempt.

This shows up in 10.0 branches but not main. But compared to the most recent runs that were working, there have been no repo changes that would have caused this behavior. The second run attempt fails because the artifacts that were published in the first run conflict.
