[FEATURE REQUEST]: Better .Net SDK for Spark installer experince

Is your feature request related to a problem? Please describe.
Now The .Net Spark developer experience is far from average .Net development.

• Difficult SDK install methods: https://dotnet.microsoft.com/learn/data/spark-tutorial/intro
• Difficult install for Extensions. Nuget is okay, but also you have to install jars into Spark manually.

Describe the solution you'd like
A compact SDK installer for prerequisites install.
Jars come with Nugets somehow? Or can be installed with an easy script.

• Jars can be downloaded from GitHub release.
