Bump xamlTools

Bump to 17.11.34931.108

This is from the latest VS build earlier today, 5/31.
It includes the SSL encryption support and other
key fixes. The final fixes, for iOS device support,
aren't yet included - I'll create one more bump
with those as soon as available.
