Install Script Not Bundling

This is a potential regression of https://github.com/dotnet/vscode-dotnet-runtime/issues/2348
but also, might be due to the new network access restrictions. We should have a pipeline task or other mechanism which ensures the bundled vsix actually has the script embedded within.
