re-introduce #12881 to support the VMR build which uses an older version of Roslyn if dotnet/sdk#47167 is not fixed before Preview3.

I'm going to merge this in to unblock the dependency flow. We can revert this when the re-bootstrap is done: dotnet/sdk#47447
