Version bump across all crates:
- prtip-core: 0.4.8 → 0.4.9
- prtip-network: 0.4.8 → 0.4.9
- prtip-scanner: 0.4.8 → 0.4.9
- prtip-cli: 0.4.8 → 0.4.9

Updated Cargo.lock with synchronized workspace dependencies.
All crates use workspace version inheritance (version.workspace = true).
