revert: Return to proven resilient workflow configurations from commit 928aad1

CRITICAL RESTORATION:
- Restores comprehensive sccache HTTP 400 resilience patterns
- Brings back BASH_ENV helper functions for cross-platform compatibility  
- Restores timeout handling for all platforms including macOS perl fallback
- Returns to battle-tested v0.3.5 workflow configurations with proven stability

WORKFLOW COMPONENTS RESTORED:
- master-pipeline.yml: Complete sccache fallback mechanisms across all 6 test execution steps
- ci.yml: Unified workflow configuration with comprehensive GitHub Actions cache service outage handling
- security-audit.yml: Enhanced cargo-audit compatibility with version detection and fallback parsing
- release.yml: Cross-platform release artifact generation with comprehensive error handling

These workflows have demonstrated stability under production conditions 
including GitHub service outages and provide comprehensive resilience 
for continuous integration operations.

The v0.3.6 simplified workflows failed due to missing resilience patterns.
This restoration ensures reliable CI/CD pipeline operation.
