This PR updates the database to reflect Morocco's administrative control over Western Sahara, in line with current international practices and official Moroccan administrative divisions.
Changes Made
Removed Western Sahara as separate country entry (ID: 244, ISO2: EH)
Added Western Sahara regions as Moroccan states under Morocco (ID: 149, ISO2: MA)
Migrated cities from Western Sahara to the appropriate Moroccan regions
Rationale
Morocco administers the territory as its "Southern Provinces"
Most international databases and services (including major tech companies, mapping services, and governmental systems) list these regions under Morocco
This aligns with UN recognition of Morocco's administrative authority over most of the territory
The currency is already correctly listed as MAD (Moroccan Dirham) in the current Western Sahara entry
The phone code is already 212 (Morocco's code)
