Themes unavailable with phpstorm

I've installed the pro plugin via the uploaded plugins option. I uploaded the zip file. If I quite and restart storm then I have to re-upload the plugin zip. 

I am also unable to select any of the new dracula themes - they simply do not appear in the list of available theme options.
