missing references section in the TOC

The references section is not included in the TOC of \documentclass{dragonfly-report}, although it is present in the report with the correct section numbering (see also dragonfly-science/overseer-review-GHG-calculators#10).

We recently also had this issue in the FAR template, see dragonfly-science/MPI-fisheries-climate-change#67.

before the \printbibliography line
