Where does luxtorpeda save config files/iortcw?

I am trying to get a fresh install of return to castle wolfenstein but no matter what I do (uninstall, delete leftover game files, disable steam cloud sync) I can't get a fresh install. the game somehow saves my settings everytime. I know it's luxtorpeda because it doesn't re-download iortcw when I uninstall everything else. So somewhere on my system is the files for iortcw and they have some sort of save files or config files that I want to delete.

Where in god's name are these files?
