Missing patch notes and stream confusion

Hey all!

First up, just wanted to say a quick thanks. We use DrupalWxT on 4 of our sites and it's been a better and better experience using this repo over the past 5 years.

I do have a question though. I see there's a release on the 6.1.x stream this week. Is this branch stable, or a development branch? Also both this release and the latest releast in the 5.4.x have no patch notes. I see the 5.4.2 release is just changing an outdate patch and have applied this to our production instances, but I am much more curious about the 6.1.x stream.
