chore(release): bump version to 1.2.3 and update CHANGELOG

- Updated version to 1.2.3 in package.json, package-lock.json,
  helper/package.json, and runner/package.json
- Added CHANGELOG entry for 1.2.3 documenting the optional Use API Key
  checkbox added to the AI Provider Configuration section
