Update to the latest Jib Gradle plugin

Jib Gradle plugin versions after 3.2.1 are not available as Maven artifacts in the usual place,
and I need them to compile my code, so I can not upgrade to the current version 3.4.4!
Figure out where they are available from - or encourage Google to make them available!
