Update snowflake extension commit references

- Update ref to stable branch commit 109fdfd (Fix Wasm build failures)
- Update ref_next to main branch commit 75ab20e (Restore vcpkg-configuration)
- Both commits address CI build issues and should pass community-extensions CI
