Custom base map

Create and host a custom base map to include the DVRPC municipalities.

Current loading of municipal boundaries adds substantial load delay.

I created a Dynamic Map Service of MCD Boundaries as Lines as well as testing Labels (scale dependent) http://arcgis.dvrpc.org/arcgis/rest/services/AppData/TC_MCD/MapServer.
