Add Technical Category to Technical Resource

We have four practices

• Applications and Infrastructure
• Data and AI
• Modern Workplace
• Business Applications

In order to add the two Architect organisations to the tool we need to signify what tech the resource is able to discuss so that we don't get a Data CSA answering calls on Dynamics etc.

I propose we have another table that lists the practices and a matrix of Resources that match those. TE's for instance could field calls on all of those pillars. We would then need to qualify the booking with the tech
