Add option to enable remote upsd connections

Some users want `upsd` to talk to other systems over a LAN (for examples, see Home Assistant and WinClient use cases on https://github.com/dzomaya/NUTandRpi/issues/4 and https://github.com/dzomaya/NUTandRpi/issues/1). This is relatively easy to do for IPv4 with a `LISTEN` directive in the `upsd.conf` file.
