backup_vars.log file question related to RESTART

Looking into the codes, it seemed that environment variables are exported in P modules into backup_vars.log and the existence of this file is one of the factor to determine if RESTART is possible. I did not see this backup_vars.log in my log directories, and neither did I find where the backup_vars.log file get deleted in the codes, did I miss anything? Please help. Thanks.

This is a quick and dirty mechanism to preserve some state details. On my last scan it is available

So this log file shall always be there ? I did found it in some of my runs, but contained only the following two lines
