Documentation for each rule

Every time I check new linter I search for rule documentation to see what code pass through a rule and what is not.

In this repository I cannot find such a thing.

it is planned but we just haven't got around to it yet.

if i get time i'll try do a bit of it so hopefully others can help contribute the rest
