e18e/prefer-static-regex: regex with `/g` are stateful so this could cause issues

While I like this rule generally, regex with /g are stateful so this could cause issues. Maybe a configuration option or just not error on /g?

hm yeah we could probably just exclude expressions which have g set

i'd be open to PRs to skip any g and y usage
