Hardcoded c_min

ppc["bus"][lv_buses, C_MIN] = .95

c_min is hardcoded to 0.95 but c_max is variable depending on the lv_tol_percent. If I understand the IEC60909 correctly, the Table1 should be used to set c_max / c_min according to the voltage level and tolerance.

Is there a specific reason for the hardcoding?

@nis-sapl , I am not sure (since I did not implement it), but I think it was just choosen according to one standard or because the collegue simply made an error. But I already forwarded it and we will have a look.
