on_fetch_data adapts to bad drive (degrade mode)

As discussed in HS discussion, there is a concern when a member tries to fetch data from the leader using an incorrect blkid. If the leader experiences a bad_drive issue on the related chunk, it will fail to retrieve the data. Wait for the POC results in single-disk mode to further evaluation.
