Problem with repeat of RMSE values

In versions of the index output from LT before changing the param generation from hard coded to dynamic, it appears that the first param_num values have unique values and then param_num 1 (second param_num) repeats those values EXCEPT for the first line. After the change in generation strategy the full block of 0 is repeated once and then proceeds with different values
