TGG Rule Wizard only works when a package/folder in Package Explorer is selected

The TGG rule wizard unexpectedly fails when the Package Explorer is not focused.

It should just ask where to put the rule or use he current location.
The error message is not helpful at all, as afterwards I expected an input to specify the location. It does not explain that you need to use the Package Explorer
